Replacement cost vs. actual cash value is the line on a California home insurance policy that decides whether a wildfire, roof or contents claim actually rebuilds your home, or leaves you paying for years of depreciation yourself.

Quick Answer

**Replacement cost** pays what it costs to repair or rebuild today, up to your limit, with no deduction for age. ** Actual cash value** pays that same cost minus depreciation. In California home insurance, a replacement cost policy usually pays actual cash value first, then releases the withheld depreciation after you rebuild or replace. You get at least 12 months to collect it, or 36 months after a declared state of emergency. Extended replacement cost and building code upgrade coverage close the gaps above your dwelling limit.

Most people find out which one they have on the worst possible day: after a fire, or reading a roof settlement that covers half the new roof. It's an awful moment, and it's avoidable. Here's what each term means under California law, how a claim actually gets paid, and what to check on your policy tonight.

## What Is the Real Difference Between Replacement Cost and Actual Cash Value?

Replacement cost pays what it takes to repair or rebuild with like kind and quality today, while actual cash value pays that same cost minus depreciation for age and wear.

On a quote, the two can look almost identical. The difference only shows up after a loss, when it's too late to change. replacement cost asks *"what does a new one cost?"* Actual cash value asks *"what was your old one worth?"* On a five-year-old fence, those answers are close. On a twenty-year-old roof or a house full of furniture you've had since your wedding, they can be very far apart.

| Question | Replacement cost | Actual cash value |
| --- | --- | --- |
| **How the payout is figured** | Cost to repair or replace, up to your limit | Cost to repair or replace, minus depreciation, up to your limit |
| **Pays enough to replace an old roof** | Yes, once it's replaced | No, age is deducted |
| **Pays enough to refurnish a room** | Yes, if contents are on RC | Often well short |
| **Money arrives** | In two steps: ACV first, the rest after you rebuild or replace | In one step, and that's all of it |
| **Best fit** | A home you intend to rebuild and live in | Rarely the right choice on a primary residence |

## How Does California Law Define Actual Cash Value and Replacement Cost?

California Insurance Code §2051 defines actual cash value as the cost to repair, rebuild or replace, minus a fair and reasonable deduction for physical depreciation, and §2051.5 defines replacement cost as that cost without the depreciation deduction.

Both are capped at your policy limit ([Source: Cal. Ins. Code §2051 →](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=INS&sectionNum=2051)). California applies the same actual cash value formula whether the loss is total or partial, for the structure or its contents, according to the Department of Insurance's 2026 notice of significant laws for residential policyholders ([Source: California Department of Insurance, January 2026 notice →](https://www.insurance.ca.gov/0200-industry/0050-renew-license/0200-requirements/upload/2026-Notice-Significant-California-Laws-Pertaining-to-Residential-Property-Insurance-Policies-Declared-State-of-Emergency.pdf)).

One protection is worth knowing: depreciation can only be taken on parts normally repaired or replaced during the building's life. Your roof covering, carpet and water heater wear out. The parts a house keeps for its whole life aren't supposed to be depreciated.

12 mo.Minimum time California gives you to collect the full replacement cost on an ordinary loss, counted from the first actual cash value payment. ([Source: Cal. Ins. Code §2051.5 →](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=INS&sectionNum=2051.5))

36 mo.Minimum time when the loss is tied to a declared state of emergency, such as a major wildfire. Insurers must also grant additional six-month extensions for good cause, like permit delays or contractor shortages. ([Source: California Department of Insurance, January 2026 notice →](https://www.insurance.ca.gov/0200-industry/0050-renew-license/0200-requirements/upload/2026-Notice-Significant-California-Laws-Pertaining-to-Residential-Property-Insurance-Policies-Declared-State-of-Emergency.pdf))

Any siteAfter a total loss, you can rebuild or buy elsewhere and keep replacement cost and building code upgrade benefits, capped at what rebuilding at the original address would cost, with no deduction for land at the new location. ([Source: Cal. Ins. Code §2051.5(c) →](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=INS&sectionNum=2051.5))

## How Does the Depreciation Holdback Work on a Replacement Cost Claim?

On most replacement cost policies, the insurer first pays actual cash value, then pays the withheld depreciation once you actually repair, rebuild or replace, up to your limit.

California's statute allows exactly this two-step structure when the policy requires the work to be done first ([Source: Cal. Ins. Code §2051.5(a) →](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=INS&sectionNum=2051.5)). The amount held back is often called the depreciation holdback or "recoverable depreciation," and it's the part people lose most often — not because the insurer refuses it, but because nobody told them they had to come back for it.

So the first check is not the final number. Keep every invoice and receipt, and watch the clock: the 12- or 36-month window starts with that first ACV payment, not the date of the fire. If permits or contractors are slowing you down, ask for an extension in writing before the deadline.

Don't cash the first check and walk away

If you settle for the ACV payment and never replace the item, the holdback usually stays with the insurer. Before you decide not to rebuild or replace something, call us. We'll walk through what you'd be leaving on the table and what your policy actually requires to release it.

## Are Your Roof and Belongings Settled the Same Way as the House?

Not always: a policy can pay replacement cost on the house but settle the roof surface or your personal belongings at actual cash value, and that split is printed on your declarations page or in an endorsement.

**The roof.** Some policies add a roof endorsement that pays the roof surface at actual cash value, or on a schedule that shrinks as the roof ages. It's easy to miss, and because a roof covering is exactly what California lets an insurer depreciate, an older roof on ACV can produce a much smaller check than you'd expect. Our guide to [Santa Ana wind claims](https://awaninsurance.com/blog/claims-and-prevention/santa-ana-winds-and-home-insurance-claims/) explains what happens next.

**Your belongings.** Contents coverage can be written either way. On ACV, a ten-year-old couch or a laptop from a few years ago is paid at its depreciated value, which rarely buys a replacement. On replacement cost, you're paid the cost of a comparable new item once you buy it. After a declared emergency, California also requires insurers to offer an advance contents payment on a total loss of a furnished primary home, without an itemized inventory: no less than 60% of your personal property limit, capped at $350,000, with the right to claim more later up to your limit ([Source: California Department of Insurance, January 2026 notice →](https://www.insurance.ca.gov/0200-industry/0050-renew-license/0200-requirements/upload/2026-Notice-Significant-California-Laws-Pertaining-to-Residential-Property-Insurance-Policies-Declared-State-of-Emergency.pdf)).

## What Do Extended Replacement Cost, Guaranteed Replacement Cost and Ordinance or Law Add?

Replacement cost still stops at your dwelling limit, so extended replacement cost adds a stated cushion above it, guaranteed replacement cost removes the cap, and ordinance or law pays to meet today's building codes.

These definitions come from the California Residential Property Insurance Disclosure that insurers must give you ([Source: Cal. Ins. Code §10102 →](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=INS&sectionNum=10102)). The disclosure is blunt about why it matters: insuring your home for less than its replacement cost may leave you paying thousands of dollars out of your own pocket.

🏠

### Replacement cost

Pays to rebuild without depreciation, but only up to your dwelling limit.

📈

### Extended replacement cost

Adds a set percentage or dollar amount above the dwelling limit for post-disaster price spikes.

🛡️

### Guaranteed replacement cost

Covers the full cost to rebuild regardless of the dwelling limit, if a carrier offers it on your home.

📐

### Building code upgrade

Also called ordinance or law. California requires replacement cost policies to include at least 10% of the dwelling limit, on top of it.

🔗

### Combined limits

After a declared emergency, you can combine dwelling and other-structures limits to rebuild the home if your dwelling limit falls short.

📊

### Inflation guard

Raises your limits at renewal as construction costs climb.

The 10% minimum and the combined-limits rule both appear in the Department's 2026 notice ([Source: California Department of Insurance, January 2026 notice →](https://www.insurance.ca.gov/0200-industry/0050-renew-license/0200-requirements/upload/2026-Notice-Significant-California-Laws-Pertaining-to-Residential-Property-Insurance-Policies-Declared-State-of-Emergency.pdf)). But none of these extras help if the dwelling limit underneath is wrong. It should be the cost to rebuild, not the purchase price or market value, and it generally excludes land ([Source: California Department of Insurance residential guide →](https://www.insurance.ca.gov/01-consumers/105-type/95-guides/03-res/res-ins-guide.cfm)). Any replacement cost estimate you're given must include labor, materials, overhead and profit, debris removal, and permits, and you're entitled to a copy ([Source: Cal. Code Regs. tit. 10, §2695.183 →](https://www.law.cornell.edu/regulations/california/10-CCR-2695.183)).

## What Does the Gap Look Like on a Real Claim?

On an older roof, the gap between the two settlement methods is the depreciation; on a total wildfire loss, the bigger gap is usually a dwelling limit that was set too low.

**Illustrative figures only — not a quote, not a claim estimate.** Picture a California home with a $500,000 dwelling limit and a $1,000 deductible.

* **Roof claim, replacement cost basis.** A windstorm ruins a roof that would cost $24,000 to replace. The adjuster deducts $12,000 for age. The first check is $11,000 (ACV minus the deductible). After the new roof goes on, the $12,000 holdback is released.
* **Same roof, ACV endorsement.** The check is the same $11,000, and that's the end of it. The other $12,000 comes out of your pocket.
* **Total wildfire loss, replacement cost only.** Post-fire demand pushes the real rebuild price to $640,000. The policy pays up to $500,000 for the dwelling. You're $140,000 short before code upgrades.
* **Same fire, 25% extended replacement cost.** The ceiling rises to $625,000, cutting the gap to $15,000. A 10% building code upgrade benefit adds up to $50,000 for code-required work, separate from the dwelling limit.

That's not a promise of what any carrier would pay. It's why we spend more time on your dwelling limit than on the premium.

## Does the California FAIR Plan Pay Replacement Cost?

The FAIR Plan's dwelling policy settles at actual cash value by default; replacement cost on the dwelling, and separately on personal property, applies only when it is selected and shown on your declarations page.

The FAIR Plan's sample dwelling policy also attaches a condition to dwelling replacement cost: your limit has to be at least 80% of the full cost to rebuild, or the replacement cost payout is reduced in proportion. Like most policies, it pays actual cash value first and the difference after the repair or replacement is done. Ordinance or law coverage and an inflation guard are also options that only apply when checked on the declarations, and we did not find extended replacement cost in the form ([Source: California FAIR Plan sample Dwelling Property Policy →](https://www.cfpnet.com/wp-content/uploads/2026/01/Dwelling-Fire-Policy_effective-3-17-26.pdf)).

Our [FAIR Plan explainer](https://awaninsurance.com/blog/home-insurance/the-california-fair-plan-explained-when-to-use-it-when-to-avoid-it/) covers when it fits, and our guide to [building a FAIR Plan plus DIC package](https://awaninsurance.com/blog/home-insurance/how-to-build-a-fair-plan-plus-dic-home-insurance-package/) shows how a Difference in Conditions policy fills in what the FAIR Plan leaves out.

Ask before you assume

On the FAIR Plan, look for "Dwelling Replacement Cost" and "Personal Property Replacement Cost" on the declarations. If they aren't there, you may be on ACV for both. We can check in one call.

## How Can You Check Which One Your Policy Uses?

Your declarations page and endorsement list show the settlement basis for the dwelling, roof and contents, plus any extended replacement cost or building code upgrade percentage.

If you've never read yours line by line, our walkthrough on [how to read your home insurance declarations page](https://awaninsurance.com/blog/home-insurance/how-to-read-your-home-insurance-declarations-page/) shows where each item usually sits. Then run through this list:

* **Dwelling (Coverage A):** replacement cost or actual cash value? Is the limit based on a current rebuild estimate, not the price you paid?
* **Roof:** any roof surface ACV endorsement or payment schedule?
* **Personal property (Coverage C):** replacement cost or actual cash value?
* **Extended replacement cost:** is there one, and is it a percentage or a dollar amount?
* **Building code upgrade / ordinance or law:** what percentage of the dwelling limit?
* **Inflation guard:** are your limits adjusting at each renewal?
* **Your estimate:** ask for a copy of the replacement cost estimate behind your limit.

## The Bottom Line

Replacement cost puts a home back together; actual cash value pays for what your old things were worth. For a home you live in, replacement cost on the dwelling, and ideally your belongings, is worth paying for. Then make sure the dwelling limit matches today's rebuild cost, with extended replacement cost and building code upgrade coverage on top.

Not sure what your policy says? That's normal. Send us your declarations page or call. Farmers is our primary carrier, and through the Kraft Lake brokerage we can look at a wider set of markets if your home needs a different fit. Either way, we'll tell you plainly what you have.

## Related Questions

### How long do I have to collect the rest of my replacement cost after a fire?

California gives you at least 12 months from the first actual cash value payment to collect full replacement cost, or at least 36 months when the loss is tied to a declared state of emergency. Insurers must grant six-month extensions for good cause, such as permit delays or contractor shortages. Ask for any extension in writing before the deadline.

### Can I rebuild somewhere else and still get replacement cost in California?

Yes. After a total loss, California law says a policy can't deny replacement cost or building code upgrade benefits just because you rebuild or buy a home at a different location. The payout is capped at what rebuilding at your original address would have cost, and the insurer can't deduct the value of the land at the new location.

### Why did my insurer pay only part of my roof claim?

Usually because the roof was settled at actual cash value, either through a roof endorsement or because you haven't replaced it yet. On ACV, depreciation for the roof's age is deducted permanently. On a replacement cost policy, the first check is also reduced, but the withheld amount is released once the new roof is installed. Your declarations page shows which applies.

### Is extended replacement cost the same as guaranteed replacement cost?

No. Extended replacement cost adds a stated percentage or dollar amount above your dwelling limit. Guaranteed replacement cost pays the full cost to rebuild regardless of the dwelling limit shown on your declarations page. Under California's disclosure rules, a policy has to meet that full-rebuild standard to be described as guaranteed replacement cost.

### Does the California FAIR Plan pay replacement cost?

Only if you choose it. The FAIR Plan dwelling policy settles at actual cash value by default. Dwelling replacement cost and personal property replacement cost apply when they're shown on your declarations page, and dwelling replacement cost requires a limit of at least 80% of the full cost to rebuild, or the payout is reduced proportionally.

### Do I have to replace my belongings to get full replacement cost?

Generally, yes. With replacement cost on personal property, the insurer typically pays the depreciated value first, then the difference after you repair or replace each item. Keep receipts as you replace things. After a declared emergency total loss, California also requires an advance contents payment option without an itemized inventory, with the right to claim more later.
