California changed its minimum liability limits in 2025 for the first time since 1967, which quietly raised a lot of renewals. That's a good moment to understand what the rest of the policy actually does — and which parts protect you rather than everybody else.

Quick Answer

California requires liability limits of **30/60/15**, raised from 15/30/5 on January 1, 2025 under Senate Bill 1107. Under ** Proposition 103**, your rate must be based in order on your ** driving record**, ** annual mileage** and ** years of experience**, and California ** does not allow credit-based scoring**. Liability protects other people; ** uninsured motorist coverage** is what protects you when the at-fault driver has nothing. Comprehensive is what covers wildfire and smoke damage to a vehicle.

Highland households drive a lot — an average commute around 30.4 minutes and roughly two vehicles per household, per Census data. That makes auto insurance one of the larger line items in a local budget and one of the least examined. This guide covers what California requires, how the state calculates your rate, what each coverage part actually does, and the pieces that matter specifically here.

## What Does California Require You to Carry?

Liability limits of 30/60/15 — a floor that moved in 2025 for the first time in nearly sixty years.

Under Senate Bill 1107, the Protect California Drivers Act, minimum liability limits rose on **January 1, 2025** from 15/30/5 to **30/60/15**: $30,000 for injury or death to one person, $60,000 per accident, and $15,000 for property damage. That was the first increase since 1967, and a further rise to 50/100/25 is scheduled for 2035.

If your policy sat at the old minimums, your renewal went up after that date because the legal floor moved — not because of anything you did.

Why the minimum is a floor, not a recommendation

$15,000 of property damage does not replace a current vehicle. Total a $41,000 SUV at fault and the policy pays its $15,000; the remaining $26,000 is a claim against you personally. Most of the cost of an auto policy sits in the *first* dollars of coverage, not the last, because routine claims are far more common than catastrophic ones — which makes moving up from the minimum one of the least expensive improvements on the whole policy.

About this guide

We're Awan Insurance Agency, licensed in California, at 27255 Messina Street here in Highland. Our team carries more than 40 years of combined experience. This guide is about how the coverage works and how California rates it — we've kept pricing out of it deliberately, because two policies on the same street price differently and any number here would be describing someone else's car.

## How Is Your Rate Actually Calculated in California?

By law, in a fixed order — and it's a more consumer-favourable order than most states use.

Under **Proposition 103**, at Insurance Code section 1861.02, private passenger auto rates must apply these factors in decreasing order of importance:

| Rank | Mandatory factor | What it means for you |
| --- | --- | --- |
| **1st** | Driving safety record | The biggest lever you control |
| **2nd** | Annual miles driven | Report it accurately |
| **3rd** | Years of driving experience | Improves over time |
| **After** | 16 approved optional factors | Average weight capped below the third |

Two consequences worth knowing. **California does not permit credit-based insurance scoring** for auto rates. And the ** Good Driver Discount** is an entitlement, not an offer — at least 20% off if you qualify, which generally means three or more years of driving experience, no more than one violation point in the past three years, and no at-fault accident involving injury or death in that window.

## What Do the Coverage Parts Actually Do?

Liability protects other people, everything else on the policy protects you, and those are two separate decisions.

| Coverage | What it pays for | Required? |
| --- | --- | --- |
| **Bodily injury liability** | Injuries you cause to others | Yes — 30/60 minimum |
| **Property damage liability** | Damage you cause to others' property | Yes — $15,000 minimum |
| **Collision** | Your vehicle in a crash, regardless of fault | Lender may require |
| **Comprehensive** | Theft, fire, vandalism, weather, falling objects | Lender may require |
| **Uninsured / underinsured motorist** | You, when the at-fault driver has nothing or too little | Optional — but see below |
| **Medical payments** | Medical costs for you and your passengers, no fault needed | Optional |
| **Rental reimbursement** | A car while yours is being repaired | Optional |

Comprehensive is worth a specific note in this part of San Bernardino County: it's the coverage that responds to wildfire and smoke damage to a vehicle, as well as theft and vandalism. If you've dropped it on an older car, that's the exposure you accepted.

## Why Is Uninsured Motorist Coverage the One Not to Skip?

Because it's the only part of your policy that pays when the driver who hit you can't.

California has a substantial uninsured-driver population, and liability coverage — the part the state requires — does nothing for you in that situation. It pays the other person when you're at fault. Uninsured and underinsured motorist coverage is the mirror image, and it's routinely declined by people trying to trim a premium years ago who never revisited the decision.

Underinsured motorist matters just as much now that so many drivers carry exactly the 30/60/15 minimum. If someone with minimum limits seriously injures you, their policy caps out fast.

## What's Specific About Driving in Highland?

Long freeway miles and two-car households — which puts extra weight on the one rating factor most people report inaccurately.

The average commute in Highland runs about 30.4 minutes, and car ownership averages roughly two vehicles per household, per American Community Survey data. Most residents drive alone to work. That's a meaningful amount of exposure on the 210 and the surrounding corridors.

It also means annual mileage — California's second mandatory rating factor — is doing real work on your rate here. Two situations where policies commonly go stale: a commute that changed or ended, and a household that dropped from two drivers to one without the policy being restructured.

The wildfire angle people miss on an auto policy

Highland sits against the San Bernardino foothills, and fire risk is priced into property insurance here constantly. On the auto side the connection is simpler but easy to forget: **comprehensive coverage** is what responds to wildfire and smoke damage to a vehicle. If you evacuate and the car doesn't make it, that's a comprehensive claim — and only if you carry it.

## What Should Already Be on Your Policy?

Several credits sit unclaimed on policies for years, and none of them require you to reduce coverage.

* **Good Driver Discount** — a statutory minimum 20% if you qualify. Verify it appears on the declarations page.
* **Accurate annual mileage** — the second mandatory rating factor, and the most commonly stale field on a policy.
* **Mature driver credit** — if a household driver is 55 or older, Insurance Code section 11628.3 requires every admitted insurer to reduce the liability premium for a DMV-approved course.
* **Bundling** with home or renters — typically the largest single discount available.
* **Multi-vehicle,** paid-in-full and automatic payment credits.
* **Good student** for a young driver in the household.

If a driver in the household is 55 or over, see [car insurance for California seniors](https://awaninsurance.com/blog/auto-insurance/california-car-insurance-for-seniors/). ## What Do You Do After an Accident?

Document at the scene, report promptly, and don't let a quick settlement offer close a claim you haven't understood.

* **Check for injuries and move to safety** before anything else. Call 911 if anyone is hurt.
* **Exchange information** — name, contact, insurer, policy number, plate. Photograph the other party's documents rather than transcribing them.
* **Photograph everything:** both vehicles, all angles, the position on the road, signage, road conditions.
* **Get witness contact details** if anyone stopped. They're extremely hard to find later.
* **Report to your insurer promptly,** even if you don't think you're at fault.
* **Don't accept a settlement** before injuries have been evaluated. Some don't present for days.

## The Bottom Line

California's rating rules work in your favour more than most states': your record and your mileage outrank everything else by law, and credit isn't in the mix. The state minimum moved to 30/60/15 in 2025, and it's still a floor rather than a target.

So the checklist for a Highland household is short. Confirm the Good Driver Discount is applied. Report your real mileage. Carry uninsured motorist coverage. Keep comprehensive if you're anywhere near the foothills. And raise the liability limits — it usually costs less than people expect.

If you want someone to read the declarations page with you, we're on Messina Street and it's free.

## Related Questions

### What are the minimum auto insurance requirements in Highland, California?

The same as the rest of California: 30/60/15 — $30,000 per injured person, $60,000 per accident, $15,000 property damage. Senate Bill 1107 raised them from 15/30/5 on January 1, 2025, the first change since 1967, and they are scheduled to reach 50/100/25 in 2035.

### Does car insurance cover wildfire damage to my vehicle?

Comprehensive coverage does — along with theft, vandalism and weather. Liability and collision do not. It is worth checking if you are anywhere near the foothills, because dropping comprehensive on an older car is a common way to save a little and lose that protection entirely.

### Is uninsured motorist coverage worth it in California?

It is the only part of your policy that pays you when the driver who hit you has nothing. Liability, which the state requires, pays the other person when you are at fault — it does nothing for you here. Underinsured motorist matters too, since a lot of drivers carry exactly the minimum and those limits cap out fast in a serious injury.

### How does California calculate car insurance rates?

Under Proposition 103, in a fixed order: your driving safety record first, then annual miles driven, then years of driving experience — followed by up to sixteen approved optional factors whose average weight has to stay below the third mandatory one. California also does not permit credit-based insurance scoring for auto, which is unusual nationally.

### What is the California Good Driver Discount?

A minimum 20% reduction that you are entitled to if you qualify — it is not a courtesy the carrier extends. The general requirements are three or more years of driving experience, no more than one violation point in the past three years, and no at-fault accident involving injury or death in that window. Check your declarations page; plenty of people qualify and have never confirmed it is applied.

### What should I do immediately after a car accident in California?

Check for injuries and get to safety first, calling 911 if anyone is hurt. Exchange details and photograph the other party’s documents rather than writing them down. Photograph both vehicles, the scene and road conditions, and get witness contacts — they are very hard to find afterwards. Report to your insurer promptly even if you are not at fault, and do not accept a settlement before injuries have been evaluated.
